The line is easy - it's in the rules.
There are no rules about watching video of a team's past games and trying to figure out tendencies and signs. There ARE rules about attending games live and trying to do that.

There aren't any rules about having a grad assistant with binoculars watching the game and trying to figure out signs. There ARE rules against hacking/tapping the other team's headphones and radio frequencies to intercept their communications.

If the NCAA doesn't like teams with binos trying to figure out signs, make it against the rules.
