My wife’s an audiologist. Any ethical one will do the test and if there is a hearing loss, recommend a hearing aid.
You can always get a free hearing test somewhere and get a second opinion.
My wife has a budget to meet but I doubt many audiologists are out there giving out hearing aids when they aren’t needed.
They are more likely to try and get your mom to buy higher end hearing aids when she may not want the technology that comes with them.
