A short field after getting AZ to have a 3 and out from inside the 5 yd line after Utah didn't convert on 4th.
If they took the the second FG as you suggest, they likely don't get the great field position.
Not disagreeing with your overall point but they essentially got the second FG because AZ was playing from inside their 2-3 yard line.
One argument for going for it is that even if you don't convert it is very difficult for teams to drive the field and score from inside their 10. And crowd noise is a bigger factor for road teams in that area of the field. And if you hold them to a 3 and out you are already close to FG range again after a punt.
All that happened allowing Utah to get their first FG.
