Bob goes out and uses his work in that project to leverage a better offer elsewhere. He uses that offer to try to get a bigger pay than the rest of his team. Company says no, Bob then quits on the team even though he isn’t leaving for new job for 3 months.

You can still hate Bob and his ethics even though he isn’t doing anything wrong.
