Connect by AmFam (Costco insurance) has told me no for permit.
But I learned that once they get a license, they must be on the policy. I didn’t understand why this was required if the licensed driver wasn’t allowed to drive a family vehicle. They explained that the licensed driver could potentially take a vehicle and drive. I told the agent that if that happened, the licensed driver would have more issues than taking the car but they still didn’t buy my explanation.
