generally speaking though, I was also told you do have to add all licensed drivers in the household to the policy even if they aren't going to be driving regularly

I think it depends on the state. In Idaho you can’t insure someone on a learners

Since you are in the car with them when they drive, kids with learner permits are covered by your policy.

Depending on where you live, but you legally can't add a permitted child in Utah. You must add them if they are licensed
