Only if the ACC implodes (which it appears to be doing). Even then I can see
Stanford and Cal being unwilling to join a conference with the likes of Boise State and Fresno State. They might just shut down their football programs instead.

I believe they saved the last spots for teams that would get them in the discussion as a power conference.
