It mostly is alphabetical, but with a few (normal) sorts
They have it sorted by
1) conference percentage
2) overall percentage
3) alphabetical
Most sites do that including ESPN, the Big XII, and Google. I am OK with that.
Utah is at the top because of their error as listing the Baylor game as a conference game (1-0). If you remove that error, they then have all the overall 2-0 teams in alphabetical order, followed by the 1-1 teams in alphabetical order, followed by Houston, which 0-2.
