Avis only charges the handling fee if you use their box to speed through the toll booth without stopping.

We kept the box closed and only got charged the toll amount (at booths in the northeast that don’t have a place to pay, and charge you based on scanning your license plate).

But if you are going back and forth across a toll bridge, they have a separate prepay option for a flat fee.
