You don’t need to share an AppleId to share photos & apps. You can accomplish everything you are doing on a family plan

Everyone with their own Apple ID. My wife and I use my Apple ID for the App Store. Otherwise she uses her own appleid.

Everyone should have their own appleID. Then put everyone in the same family on iCloud.
