An issue is that Zach is actually a terrible fit for Payton's offense (or Payton's offense a terrible fit for Zach)

Zach has a big arm, plus athleticism, and (it appears from his NFL career) difficulties with more complex reads + decision-making, pressure and possibly accuracy.

 

So the best offense for him would be a strong running game, supplemented by a strong OL, lots of easy quick short schemed passes (i.e. into the flats), and then lots of deep shots with the opportunity to possibly run if nothing opens up. Which basically exactly matches ARod's offense. A similar NFL offense would be the one Russell Wilson ran in his early years in Seattle with Marshawn Lynch.

But Russell Wilson didn't like being thought of as that type of QB; he wanted to be seen as the cerebral Brady/Manning type. So he went to Denver, an offense absolutely not built around arm strength or athleticism, but about quick reads and decision making with extreme accuracy. It also put him behind a mediocre OL. Unsurprisingly, this was not a great fit for what Russell Wilson did/does well and he did terribly there.

Zach Wilson appears to be a similar type of QB as Russell Wilson. I think both can be successful in the right offense...but the Broncos and Payton do seem to be as poor a match as could be imagined for either.  But Sean Payton is seen as a QB whisperer, so if he doesn't like Zach it will be seen as a knock on Zach, not as a scheme mismatch
