Tell that person you need your bill lowered, you can't afford that much. Say you will be forced to go elsewhere if they can't get your bill lowered. Thus the customer retention. That person will have the power to give you a good rate.
How much are you paying now? You may be able to get your bill lower than what it was before.
Ask for any new customer promotional rates. They might say that's only for new customers. Keep asking for the lowest rate until they finally break down and give it to you.
