Agreed. That is very likely exactly what the neighbor was aiming for...
... especially considering neighbor has every legal right to not notify dog owner at all and simply contact Animal Control for pickup(& vast majority of time AC would pick up in a loose dog wandering neighborhood situation).

The above is the biggest reason I'm shocked at so many CB responses more of less finding majority(or any) fault with the neighbor.

If neighbor wants; "You wanna see a Karen? Hello Animal Control..." IOWs the neighbor holds all the (legal) cards.
