Federal employees get extra compensation for living in expensive areas.
Does that not apply to DC?
If I were you, I would look at ways to cut down on expenses before ditching the government.
Like someone mentioned above, the civil service has a lot of perks.

Believe in yourself. See what the high end of the market is for your role/experience and ask for 20% more than that.
