UPS stores are individually owned. Up to owner what to charge for. When The UPS

first came out, I knew this retired couple that bought one. They'd charge for everything, including .25 cents for a piece of tape. They ended up going out of business. I've know other owners who don't charge for tape. Sound like you got an owner who wants to be paid for everything!

There are different instructions. Sometimes it says UPS will pack and ship it for you. Sometimes not.
