Army and Navy are WAY too high and have zero realignment value. They get a boost because of the outlier Army/Navy game has huge ratings (traditional rivalry and ZERO competition from other games) and for being in highly populous areas.
Washington having a higher realignment value that Florida State seems weird. Clemson and TCU seem too high as well.
