Sometimes Utah schools give instate the first year if you have
Good grades, grades above a certain GPA. I think it’s some sort of scholarship.. Also some Utah schools do an instate alumni scholarship for the first year if parents or grandparents attended the school. Check the admissions office to see if anything like this exists at UVU
Also with her resume she may qualify for a scholarship at UVU. I’d bet she could get a full ride first year.

Have her go to UVU one or two semesters then transfer. She will get in. This is what my Sisters did.

Sorry to hear that. I think any candidate with a below average GPA should probably aim for a 32+ ACT score
