I think it makes sense as a part of a broader western division only.

If you are able to get 4 PAC schools and Gonzaga, that gives you 6 western schools. Having them play often at each other could actually lower travel, especially for the western schools.

I would only invite Gonzaga if it helped lure in more schools like Arizona and Oregon.
