It used to be that way, however, HOV is exempted for 41-6a-704
It also exempts auxiliary lanes as well as the HOV lane. It's found under 41-6a-702, effective 5/12/2020
Left lane restrictions — Exceptions — Other lane restrictions — Penalties.
(1) As used in this section and Section 41-6a-704, "general purpose lane" means a highway lane open to vehicular traffic but does not include a designated:
(a) high occupancy vehicle (HOV) lane; or
(b) auxiliary lane that begins as a freeway on-ramp and ends as part of the next freeway off-ramp.
This is important to exempt the HOV lane, because you cannot yield to the right to an overtaking vehicle in a large portion of the HOV lane due to the double white lines - crossing those is a violation. In the general purpose lanes, you can and must yield to the right, as no lines or traffic control devices prevent that in standard conditions of general purpose lanes.
