For our points, yes. For avg points allowed, there likely would be others.
But, as I explained to another poster, the points scored does not affect the PER calculation directly. Touch down passes do.
Many things other than QB effect points scored, so I do not think adjusting for defensive points scored is worth the effort of examining every opponent of every opponent.
