I need to find a business where people borrow from the government to buy my product, and when people can't pay the debt, the taxpayers cover the shortfall. And me? I keep selling my overpriced product and pocketing the profit.

Like any debt, you should aim for as little as possible. Education is an OK debt but still should follow that rule.
