This is false. Only about 40% of major conference teams reach 20 wins during
the regular season (major conferences being B1G, B12, ACC, SEC, BE, AAC, and P12). When adding in the top mid-major leagues as well (those that rate above-average in DI basketball) that number dips to under 37%. By comparison, 64% of FBS teams ended the regular season with a winning record including almost 70% of P5 teams. Equating 20 wins to being at least .500 in football is inherently false. It is MUCH easier to get to 6 wins in college football than it is to get to 20 wins in CBB. I don't really agree with the OP either, but saying 20 wins is easier than being .500 in football is most definitely not true and the numbers back that up.

If you want better comparison and taking an exact # of wins out of the metric: Finishing ranked in the top 100 which is more or less NIT-caliber (only a handful of top-100 teams end up not in the NIT each year) would be the equivalent of being bowl-eligible in college football. Making the NCAA tournament would pretty much be equivalent to having an 8+ win season in college football. Winning a 1st round game in NCAA tournament would be equivalent of top 25, and advancing to sweet 16 would be like making an NY6 bowl game.
