I have no idea, every qb is against it, so I assume there used to be a lot of
Variation pre 2000 or so that the competition committee decided to set a range to prevent QBs from over doing it. I know there was a kicker one time that was caught using helium in the kicking balls, so maybe that also led to the air pressure regulations as well.
