The whole system is broken. Insurance can't charge enough from subscribers. Costs has risen so high that payouts don't cover all incurred expenses. Medical office costs have gotten so high, insurance payouts don't cover all the medical office costs.

Something needs to be done to lower costs. All the applied solutions just attempt to put more money in the system.
