Banning hunting on public land has been terrible for the locals. First of all, it's their source for protein. So they have to rely on the [big bad meanie trophy] hunters. At the same time, the elephants are decimating the local farms, and the natives can do nothing about it. Meanwhile, the elephant population is out of control.
