I'm sure the kid taking the pictures wasn't a tourist...
...and was probably trying to rub salt in their wounds. I'm guessing he was probably acting like a jerk to get the kind of response he got. But that doesn't excuse the Whits in what they did and they're fortunate they weren't charged.
