Enforcers is actually better for most sports IMO. A game where every “infraction” was called would be brutal to watch. You could technically find a foul or infraction on every play if you looked hard enough.
There are some plays like out of bounds or goal tending that would absolutely benefit, but ticky tack stuff would be overwhelming.
