bluecougar1985 Intervention Needed

The play clock and game clock should pause if the ref is standing over the ball

to allow the defense to sub with 5 seconds left on the play clock. Seems like the easiest fix to get rid of the loop hole they created.

Just start calling delay of game penalties on the defense.
