The end of game penalty (Harlan)

I am coming across comments that if the Utes had been able to find the end zone rugby style that the TD would have counted because the penalty is on a non-player, making it a dead ball penalty as opposed to a live ball penalty that would be been in play if it had happened on one of the players during the play.

9-2-1a: Unsportsmanlike conduct. Live-ball fouls by players: 15 yards [S27]. Live-ball fouls by non-players and all dead all fouls: 15 yards from succeeding spot [S7 and S27].

Below is a  discussion I came across on r/CFB for reference.  Does the expired time mean none of it would have mattered?
