Like his right knee is still in the ground? If his knee is on the ground isn’t he down by contact with the ground? Did the referees miss this? Or am I missing a rule that allows this? Never thought of this before?

Knee on the ground for holders is legal. If he had lifted his knee off the ground then put it back down the play is dead
