PC tech guys - I'm trying to help my SIL in Malta diagnose his PC issues long distance
He and my daughter are there while she gets her masters.

He took his PC apart for the move, bagged components in anti-static, and bubble wrap. Now with it put back together, and switching on the power, the lights on the MB flash, but then it shuts off. My first guess was something not seated properly, but he has double and triple-checked that. Then I thought it might be a power issue, with moving from the US to the European standard. His PSU should be autoswitching, however, according to the documentation.

I had him look up the MB error light pattern, and that indicates a CPU problem. However, he left the CPU seated, and it should have been fairly well protected. Not ruling that out as the problem, I just hope it's not. I still think a PSU issue is a possible/likely culprit (maybe it just got shaken up too much in transit), and maybe it's manifesting as the CPU error code?

Any other thoughts on how to diagnose? They can take it to a repair place, but not only is transporting it a pain, they don't want to spend additional money if they can help it. If I had it here with me, that would be much easier to diagnose, as I have parts I can swap, but alas they're on the other side of the world.
