Without any context, what is your initial reaction and thoughts to this text?

"Hi this is the XXXX. Just letting you know your dog was running loose on my yard this morning. The city ordinance says dogs are to [be] restrained when not on your own property. I'm trying to grow grass for my grandkids to play on, not dogs to roam on or poop or pee on. Please keep it off my yard. Thanks!"
