The best way is to control transfers. Any attempt to cap money will just revert
things back to under the table payments.
At some point, the coaches and schools may get fed up enough about it that they get on the same page and agree to stricter transfer rules. Players can't play for a year after transfer enforceable by eliminating teams from playing in the ncaa tournament if they play an ineligible player.
