as anti HOA as most people, but we live in a neighborhood without one.

We had this same issue. Luckily another neighbor hated it even more than us and called it in. Rooster was gone that day.

Call animal control. If you talk to your neighbor, they can’t fix it like they could a dog by bringing it inside

One thing our neighbors did before getting rid of theirs was to put it in a shed with a tight door at night. It worked
