Anyone with disabilities is welcome to buy priority seating access in which case they could board and sit in the front rows. So you aren’t excluding them from anything you’re just not giving them special treatment.

Freakonomics did a podcast on parking and what a cluster it is, one big challenge is that in most cities 40% of the paid parking spots aren’t even paid for because they are used by city workers like policemen or handicap placards. Of course no councilman wants to charge handicap people for parking, but that would make sense and should be done. They would still have their special spots the same as previously, they just would have to pay $5 an hour like everyone else.

It’s the same here. I’m not saying they can’t sit in the front rows, they just can’t cut the line in front of those who paid to be in the front rows for free
