I dont think thats true.
I lived in PG and my wife worked in Cedar Hills 5+ years ago and it was starting to get pretty bad. Its even worse now. I used to stop in at Cravings Bistro whenever I was in Utah but I often dont anymore. Its far enough out of my way that I dont want to deal with the traffic. Center St., Main St, PG Blvd or really anything that feeds I15 is a disaster to navigate. Development exploded once doTERRA built their campus and the traffic extends all the way into PG.

NE Orem isn't bad but thats just because there is nothing there. Orem city council consists almost exclusively of NE Orem NIMBYs that ensure all the high density stuff goes elsewhere. Has little to do with well designed infrastructure.

Utah residents probably see the areas you mentioned as fine because they are admittedly better than the Saratoga nightmare. After leaving Utah though its frustrating to go back and visit. Traffic is so bad everywhere compared to the metro I live in.
