No idea if you'll get money or not. But the pain and misery to that crook should be AT LEAST worth $40k. Then put a lien on his personal home (if possible). Pester him with a litany of lawsuits, all in small claims court for each aspect of the jog (materials, labor to get someone else to finish it, anguish, financial distress and the problems induced by it). Just go all out and harass him as much as you can legally.
