Americans are fine with huge 30-32 team leagues because they feel their team has a shot at the championship due to playoffs. Adding a pro/rel model would alleviate the bloat of an ever-expanding league, but I think you'd have to get rid of playoffs since pro/rel is a sort of playoff in it's own way.
