My original point was college football following a model of "guaranteed" & "non guaranteed" money.
They can guarantee a player that if injured he will be payed "X" number of dollars (minimum threshold) but if he wants more he does need to be available for play.
I can't imagine paying $3 million (up front) for a star QB to transfer to your program, have him get injured in fall camp & miss the entire 12 game season with the possibility of him transferring again in December.
That would be a reckless use of funds.
