NCAA college football for their own benefit. They've been at the top and wanted to always remain at the top and have manipulated rules that benefit them the most. Instead of allowing schools/teams to rise and fall over time which is normal...they created an artificial environment to restrict rise and fall....unlike the NFL that encourages rise and fall with draft orders, salary caps, and adaptive scheduling to achieve parity and opportunities for each team.
