Probably has something to do with the fact that

Rose has already built a nice program at BYU and would rather continue on at BYU than to rebuild at Utah. Probably also has a lot to do with him respecting BYU and not wanting to burn every bridge with BYU by taking the Utah job. If Rose goes to Oklahoma, he still would be a legend at BYU. If Rose goes to Utah, he would be hated at BYU.
