It was incidental but not accidental. They essentially said Baker threw his arm out; didn't mean to get the guy in the crotch, but since he did, and it wasn't a complete accident (since throwing the arm was intentional), it's an automatic flagrant 2.

I have no idea if that's a correct interpretation of the rules, but that's my interpretation of what the refs said (on and off camera).
