If you surpass this time limit, there is a formal process of review by the college and dean's office to continue. This is somewhat unique from what I have seen.
We could compare to some local universities to BYU. Having attended and taught at both BYU and USU, BYU was certainly more aggressive about pushing people through.
Utah State gives students 7 years to complete a bachelor's degree on initial GE requirements. If this is not completed, a student may still keep going to USU, they just have to graduate under the newer GE reqs. But they do not remove you from the school.
The University of Utah does not even seem to have year requirements I could find.
