Rome is such a ridiculous maze of narrow, one-way streets (and seemingly nowhere to park) that I wouldn't consider renting a car for the city itself. Maybe a Vespa, but not a car.

The train + taxi + electric pay-by-minute scooter combo worked really well for us in Rome. In Tuscany, we rented a car (from the Florence airport) and had a much better because of it.
