At the airport. But I wouldn’t want to drive in Rome itself. Just the suburbs or to/from the airport.

The train from the airport to Rome has worked well for me

As others shared, we liked the train + rental electric scooters for Rome

We took a private car from the airport to our hotel. Very reasonable.
