Good thing there is a pretty objective way to measure improvement...stats, so...
let's take a look:
QB rating - up 39 pts
Completion % - up 7%
Yards per attempt - up 53%
TD/INT ratio - increased from 1:1 to 1.7:1
Rushing YPC - increased from 2.3 yds to 4.2 yds
Wins - increased from zero to 11
That sure doesn't look like a guy who hasn't improved. Maybe you're looking at the wrong jersey number or something.
