I'm trying to think how a quarter to half inch is even measurable.
I can't even imagine counting it as having snowed until there's at least 2-3".
Maybe it's because I live in Idaho and the wind NEVER STOPS, so an inch of snow is impossible. It just means that there's nothing right here, and 3" over there, etc.
