Exactly.
Ideally, midnight would be when the sun is exactly on the opposite side of the planet from you and noon would be when the sun is at it's zenith.

Obviously, you can't have infinite time zones, so there are cities on the western or eastern edge of the time zone that are always a little in between. But to think that adjusting the clock is going to give you "more" or "less" daylight is for dumb people.
