IIRC, Hill and Arod alluded to it in the signing day press conference, too.
It sounds like the reasoning for it is mostly related to revenue sharing and that most teams are likely to keep 20 walk-ons. My impression from the signing day press conference was that BYU hadn't made a final decision yet, though.
