Tanks typically have a reserve. If it’s a 20 gallon tank you’d typically expect
Something like a 2.5 gallon reserve. So it would show empty and you’d fill up 17.5 gallons.
Ratios vary so I’d expect the manual to tell you the tank capacity and how much is in the reserve.
